Heres the deal im lookinginto a 96 S-10 2x4 pick up. Regular cab short bed. Its been lowered 6inches with a DJM lowering kit.(not sure what combo used) and it sits on some 18s.Im not sure if the setup is legal in NJ and dont wanna buy the truck if its not. I was also going to get bags when i got the truck, but what system do u think is the best and most reliable( not the fastest). I dont wanna have problems with it all the time. The truck is currently in MASS.

You should contact your local law enforcement for vehicle regulations.

If you are worried about the height, you could install a set of air bags to adjust the height.
